Paul Luhtein studied at Jakob Westholm Gymnasium in 1916–1924 and at the State School of Art and Design in 1924, graduating from the Department of Graphics and Printing in 1930 as an applied artist. After graduating, he transferred to the Leipzig Academy of Graphic and Book Arts, a master class of the National Academy of Graphic and Book Art, where he studied under Professor Tiemann from 1931 to 1932.
He worked as a teacher of consumer graphics at the State School of Art and Design from 1932, and was a reorganizer of the Tallinn School of Printing Industry in 1934. Having started teaching at the Tallinn State Institute of Applied Arts in 1944, he became the head of the Department of Graphics the following year (Associate Professor 1946, Professor 1952) and remained in this position until 1982.
