A student of I.Vahtra, V.Mellik, V.Ormisson and A.Vabbe at the “Pallas” Art School in Tartu. In 1936 he came in close touch with the Moscow and Leningrad theatres. Worked for the Narva Drama Theatre in 1932-1940, for “Vanemuine” in 1940-1964, for the Tallinn Drama Theatre (1964-1970) and Russian State Drama Theatre (1971-1977). In 1968 V.Peil was awarded the title of the People’s Artist of Estonia. Being a stage designer, the artist also has interest in landscapes and portraits. His works were shown at many exhibitions in Estonia. In 1978 a personal exhibition took place in Moscow (House of Scientists).
